The easiest way I know to generate hydrogen from water in the mixing water with lye (Draino is a good source to obtain), and add a sheet of aluminum. As for the production of liquid hydrogen ... and gases that we know and love, steam, water, is converted to liquid by cooling in liquid hydrogen at a temperature too cold. (about 400 degrees below zero!) You can also put extreme pressure .... Liquid windmill will not play any role.

There is no way cheap. And good luck in a liquid. Extreme stress and 20K above absolute zero (-423F) boiling point, there is no easy way to make a liquid. Especially with the wind.

C + 2 H2O -> CO2 + 2 H2

This is neither renewable or greenhouse neutral, however.

Electrolysis is often portrayed, but the price of fossil fuels to power the electrolysis, the higher the costs and losses of the procedure for carrying hydrogen rather expensive. Therefore, no one is doing well, except for the occasional demonstration.
